军民融合形势下民口高校国防科研评价制度探索研究

摘　　要：民口高校作为国防科技工业的重要力量,肩负着服务国防科研、促进军民融合、服务经济发展重要使命,具有鲜明的军民融合属性,是天然贯彻军民融合发展国家战略的主力军。其高校科研队伍作为原创性、前瞻性和突破性科研成果诞生的主力军,在军民融合大背景下更是具有关键作用。国内外安全和军民融合发展新形势、新特点使得高校科研队伍建设合面临新的问题和挑战。本文基于对军民融合深入开展新形势的分析,结合高校科研在军民融合国家战略下的独特地位,分析民口高校国防科研评价机制与国防科研需求的冲突,提出在军民融合发展新形势"统、新、融、深"的要求下,高校如何建立有效积极的国防科研评价政策,以及建设多方位、全领域、高效率的高校军民融合体制的建议。Institutes of higher education, as an important force in national defense science research, carry on the important mission of national defense, civilian-military integration and economic development. They are the main force in carrying out the national military-civilian strategy. The scientific researches with the features of originality, perspective and out-breaking often take great position in national defense research. This paper aims to give a thorough analysis of military-civilian integration strategy and propose a suggestion on how to create an effective and thorough evaluation system of national defense science research in higher education institutes.
