摘　　要：基于企业融资理论、金融市场失灵理论、经济的外部性和公共产品理论等金融理论提出政府支持中小企业融资的理论依据;从对中小企业实施融资补贴、完善市场机制、提供公共服务、降低交易成本角度分析政府支持中小企业融资的行为;并对政府实施中小企业融资支持政策应注意的问题进行探讨。Based on the financial theory such as Firm＇s financing theory, Financial market failure theory,Economic externalities and Public goods theory, this paper puts forward the theoretical evidence for the government to support SMEs financing. Analyse the government behavior on support SMEs financing from the subsidies to SMEs financing, improving the market mechanism, providing public services, reduce the transaction cost. Discusses some issues that should be paid attention to when the government implements the financing support policy for SMEs.
