西部乡村公共体育服务需求特点及供给创新策略研究

摘　　要：该文认为,当前西部乡村公共体育服务存在如下问题:供给总量不足,针对性不强,社会、企业以及个人投入都不足,管理机制不善与设施日常维护欠缺。西部乡村公共体育在服务需求具有如下特点:需求主体集中化、健康指导需求加强、公共体育设施提升需求、传统体育项目组织需求。提出以下基于需求导向的公共体育服务供给创新策略:合理规划搭建桥梁,引入社会资本,增加供给主体多元化,吸收民间资本参与体育项目的建设运营,利用当地旅游节日和资源、举办传统体育赛事,利用互联网、移动媒体等进行体育健身知识宣传和指导,组建体育健身爱好协会,带动村民日常健身;引入考核制度、将公共体育服务供给作为考核内容之一。There are some problems existing in the public sports service of western rural area： the gross supply is not sufficient; the social, corporate, and personal input is not enough; the management mechanism is faulty and the facilities lack routine maintenance. The characteristics of demand in public sports service are： the demand subjects are concentrated; the demand for healthy guidance is increasing; the facilities need to be improved; traditional sports need to be organized. This paper puts forward some innovative supply countermeasures as follow： planning reasonably, social capital infusion, increasing the supply subjects, attracting private capital to constructing and operating the project; making use of the local tourism resources; holding traditional sports events; taking the advantage of Internet and media to publicize fitness knowledge; organizing sports fan association; helping the villagers to get used to daily fitness; setting up the evaluation system and taking the supply of public sports service as one of the content of the evaluation.
