摘　　要：总结国内外主要科研机构的发展现状,系统地分析其组建形式、运行模式和管理机制等方面的做法及特点,归纳与总结其在体制机制上的创新之处,并探索从政策、资金、性质、定位、组织结构等方面给出进一步加强发展新型研发机构的建议。This paper summarizes the development status of the main new scientific research institutions at home and abroad, analyzes the organizational structure, construction mode and operation mode systematically, sums up the innovations of system and mechanism,and at last puts forward suggestions on the development of new scientific research institutions.
