摘　　要：财政拨款是政府补助中的一部分，财政拨款与高新技术企业的发展有着密切联系，尤其是在高新技术企业的研发阶段，财政拨款的作用更是不客忽视。本文以淮安市为例，首先从财政拨款、高新技术企业的基本概念入手，接着对财政拨款对淮安市高新技术企业研发阶段的影响进行了理论分析，在此基础上，利用淮安市2000年～2016年的相关数据，采用序列平稳性检验、协整分析、格兰杰因果检验、脉冲响应分析、方差分析等方法，对财政拨款对淮安市高新技术企业研发的影响进行实证分析。Financial appropriation is part of government subsidy. Financial appropriation is closely re- lated to the development of high-tech enterprises. Especially in the research and development stage of high-tech enterprises, the role of financial appropriation can not be neglected. In this paper, taking Huai＇an City as an example, this paper starts from the basic concept of financial appropriation and high-tech enterprises. Then, it analyzes the influence of financial allocation on the R ＆ D stage of high-tech enterprises in Huaian City. On this basis, the results of 2016 years are analyzed by se- quence stability test, variance analysis. The eointegration analysis, Granger empirical analysis is made on causality test, impulse response analysis and the impact of financial allocation on the devel-opment of high-tech enterprises in Huai＇an.
