摘　　要：2017年9月21日，针对外资新能源汽车企业在自贸区设立独资企业问题，商务部对外表示，中国政府将尽快研究出台减少新能源汽车制造领域外商投资限制的政策措施，持续推进新能源汽车领域的对外开放。国家发改委公开表示，20l7年下半年将在金融、新能源汽车等领域进一步放宽外资准入。Despite a series of policies are introduced to reduce the burden of foreign investment, the complicated foreign investment policies with short-term utilitarianism characteristics have not fundamentally disappeared. Foreign investors sometimes confuse the conflict or incoordination between some polices and measures with great earnestness.
