摘　　要：推行合同节水管理是落实习近平总书记"节水优先,空间均衡,系统治理,两手发力"的新时期水利工作方针的有力举措。在总结合同节水管理实施情况的基础上,分析了推行合同节水管理的难点和主要问题,提出了两手发力,大力推行合同节水管理的措施和建议。The promotion of water-saving management contract is the effective measure to implement the new water policy of'Water-savingpriority,spatialequilibrium,systematic governance and two-handed force'put forward by Chinese President Xi Jin-ping.Based on the summary of practices of water-saving management contract,the difficulties and problems of the promotion of water-saving management contract are analyzed,and some suggestions for solving these problems and promoting the innovative water-saving management contract are proposed.
