摘　　要：三大红线决定着未来经济社会发展的新动力、新模式、新业态。生态功能红线的落脚点是"区域空间",环境质量红线的落脚点是"以人为本",自然资源利用上线的落脚点是"可持续性"。"三大红线"之间有着整体性、关联性、协同性和发展性的相关性。自然资源利用上线划定必然涉及不同类别的矿产资源,而矿产资源的不可再生性决定了需要以它们为具体对象,开展系列的阈值划定,制定矿产资源开发上线。决定矿产资源开发上线的主要因素是市场容量、资源容量和生态容量。文章对煤炭、石油、铁矿、稀土、钨矿、萤石、石墨、锡矿和钼矿等矿产资源的开发上线问题作了初步探讨。The three red lines determine the new impetus, the new model and the new format of the economic and social development in the future. The foothold of the ecological function red line is ＂regional space＂, and the foothold of the environmental quality red line is ＂peopleoriented＂, while that of the natural resources development red line is ＂sustainability.＂ The ＂Three red lines＂ are related on the integrity, relevance, synergy and development. The upper limit of natural resources development necessarily involves different types of mineral resources, and the non-renewable nature of mineral resources determines that it＇s needed to take them as the objects, definite a series of threshold and define the upper limit of mineral resources development. The main factors that determine the upper limit of mineral resources development are market capacity, resource capacity and ecological capacity. This paper discusses the upper development limit of mineral resources such as coal, petroleum, iron, rare earth, tungsten, fluorite, graphite, tin and molybdenum.
