国外邮轮旅游环境影响研究进展及其启示

摘　　要：20世纪末以来,邮轮旅游的增长速度一直远高于全球旅游业的整体增长水平,并且在未来有着广阔的发展空间。邮轮旅游的快速发展不可避免地带来了许多环境问题,引起了国际学者的关注。本文在收集国外文献资料的基础上,对国外邮轮环境影响研究成果进行了梳理。目前国际上研究热点主要有:邮轮旅游与海洋生态破坏研究、邮轮旅游与海洋环境污染研究、邮轮旅游的碳排放研究、目的地的经济收益与环境代价研究、行业自律与国际防污法律研究以及环境影响的全流程控制研究等。文章认为,国际邮轮环境影响研究正向纵深发展,我国应对邮轮旅游的环境影响问题给予应有的重视。为此,需要加强远洋邮轮旅游环境影响研究,充分挖掘三峡内河邮轮旅游环境影响样本,积极开展南海地区邮轮环境影响的预研,强化邮轮环境影响法律法规方面的研究,完善邮轮环境影响管理体制研究。Since the end of 20 th century, the growth rate of cruise tourism had been far more than the overall growth rate of the global tourism industry,and had a broad space for development in the future. The rapid development of cruise tourism had brought many environmental problems. Based on the literature, this paper summaries foreign research progress. Currently,international research is focusing on： cruise tourism and marine ecological damage, cruise tourism and marine pollution, carbon emissions of cruise tourism, economic benefits and environmental costs to the destinations,industry self-regulation and international law, and process control on environmental impact. At last, this paper argues that China should pay more attention to environmental impact of cruise tourism.
