摘 要:以灰色系统理论为基础,建立了水务一体化管理成熟度评价模型。从管理体制、管理规范化程度、管理自动化及信息化水平、管理法制环境、与生态环境协调性、管理单位经营发展能力、城市供水、城市防洪排涝、城市污水处理9个方面建立评价指标体系,涵盖28个二级指标,采用熵组合权重法计算各层指标的权重。以常州市武进区为例开展实例研究,结果表明武进区2016年水务一体化管理成熟度等级为规范级。针对武进区现有水务一体化管理工作中存在的不足,提出了几点改进建议。The evaluation model of water affairs integration management maturity was established based on the grey system theory. Evaluation index system was developed by considering indexes from nine aspects,including management system,management standardization,manage-ment automation and information management level,legal environment, ecological environment coordination,management unit of business development,urban water supply,urban flood control and drainage and urban sewage treatment,covering 28 grade-two indexes. The weight of index was calculated by entropy combination weight. Taking Wujin District of Changzhou City as an example,the result showed that the maturity level of water affairs integration management of Wujin District in 2016 was normative. Finally, in view of the existing problems of water integration management in Wujin District,some suggestions for improvement were put forward.
