摘　　要：无论是"两化融合"还是大众创业,都充分证明只有创造性发展,才能拥有未来。本文认为"大众创业,万众创新"更加明确了创业创新发展的核心性和全社会性。本文从宁波实际情况出发,认为在创业创新发展中,政府管理创新是实现大众创业的先驱;不断完善政策服务体系,是实现大众创业的保障;营造优良环境来激发创业主体活力,是实现大众创业的核心。The ＂integration of informatization and industrialization＂ and the ＂popular entrepreneurship＂ both firmly affirm the fact that only innovative development ensures the future. This paper holds that ＂popular entrepreneurship and innovation＂ defines more clearly the core and the all-social nature of the development by entrepreneurship and innovation and believes that the governmental management innovation acts as the pioneer and the improvement of policy service system as the guarantee and the construction of excellent environment as the core to stimulate the entrepreneurial vitality in the process of such development.
