摘 要:"十二五"期间在产业政策导向下,高能耗企业向滨海区域搬迁,带动了远郊型临海工业新区建设。企业搬迁推动了远距离通勤与职住分离现象;同时,外地购房者基于海景资源偏好购置住房用以投资或养老,在一定程度上促成了职住错位现象;临海工业新城呈现住房闲置、用地低效利用的现象。笔者从居住用地出让、住宅产品供给、购房政策倾斜等方面分析在远郊型工业新城职住空间影响机制,并尝试从宏观开发控制、弹性规划、住宅产品建设控制方面优化职住空间的建议。Under the industrial policies guidance, some major energy-intensive state-owned enterprises have relocated to coastal areas and resulted in a large scale coastal area development during the Twelve Five period. The enterprises' relocation led to long-term employment-housing separation and long distance commute. Few buyers but non employee purchase new coastal residences but mostly for investment and retirement purposes based on strong ocean-view preference. All these leading to massive vacancy and land use inefficiently. The author analyzes the influence relation from the land supply management, unit type supply strategy and the selective housing purchase policy. Lastly, the author proposes some suggestions including regional development control, flexible planning and apartment construction.
