摘　　要：为快速、高效、合规地推进小型限额项目建设,提出建立高校限额以下工程承包商名录库,用以直接发包工程及工程相关服务。然后介绍名录库构建要点及运行模式,并结合案例实践,指出该模式优势所在,以期为高校限额以下项目的招标采购提供借鉴。For promoting the construction of such projects below the quota quickly,efficiently and systematically,the paper proposes to establish the project contractor list below the quota,in order to directly contract engineering and engineering related services. Then,introduces the construction points and operation mode of the project contractor list,and concludes the advantages of this model combined with case practice,in order to provide reference for innovating the procurement mode.
