湖南大数据产业发展战略关键问题研究

摘　　要：提出了湖南大数据产业发展战略要解决的战略定位、产业布局、实施建议3个关键问题。为解决这3个关键问题,给出了研究工作的思路,借鉴了国内外发展大数据产业的先行经验,结合湖南大数据产业的现状总结出了湖南大数据产业发展的主要问题。在此基础之上,提出了湖南大数据产业发展的4条原则、战略定位和布局。在产业布局上建议从"政府治理现代化、与传统产业结合的本土特色大数据、大数据产业园区"3个方向上发力,实施"大数据惠民工程、湘产大数据、一市一群工程"。提出了6点支持支撑战略实现的建议供决策参考。Three critical problems of development strategy of big data industry in Hunan are proposed,including the strategic positioning,the industrial layout and the implementing proposals.To solve the problems,we propose the research ideas,and draw from foreign and domestic,and summarize the main issues of big data industry in Hunan based on its current situation.Furthermore,four principles,the strategic positioning and the layout of big data industry in Hunan are proposed.We suggest three industry development areas,including the modernization of government governance,the localization characteristics of big data with combination of the traditional industries,the park of big data industry,thus further to carry out＂big data benefiting project,Xiang big data industry,one city one group project＂.We put forward six support strategies for implementation and decision.
