摘 要:武警信息通信突击力量在提高武警部队遂行任务能力方面非常重要。由于传统的武警信息通信力量建设主要是通信保障与三级网维护,对复杂电磁环境和敌方信息能力等考虑不足,导致人才建设在低层次徘徊,信息通信装备发展缓慢。为解决上述问题,提出运用系统动力学方法,对武警信息通信突击力量进行建模,选取有效情报量、人才质量、信息装备先进程度与机动性能四个指标,对武警信息通信突击力量模型进行了分析,将实战案例模型化,用Vensim软件进行仿真,调控人才质量和装备先进性两个主要参数进行综合分析。结果表明,对所建立模型进行参数调控,能有效提高武警信息通信突击力量作战能力。People Armed Police (PAP) information and communication assault force plays an important role in promoting fighting capacity of PAP. The traditional construction of PAP information and communication is mainly three - level communication support and network maintenance. It has shortcomings in the complicated electromagnetic environment and enemy information ability which results in weak talent construction and slow development of informa- tion and communications equipment. To solve the above problems, a modeling method for PAP information and com- munication assault force is put forward by using System Dynamics (SD). Four indicators, such as effective quantity of intelligence, talent quality, advanced degree of information equipment and maneuver performance, are selected to ana- lyze PAP information and communication assault force model. The actual case is modeled and simulated by using Vensim software, two main parameters like talent quality and advanced degree of information equipment are analyzed. Result shows that it can provide effective way to control the parameters of this model and to promote fighting capacity of PAP information and communication assault force.
