创新生态系统的理论逻辑与治理机制——基于生命周期演化的视角

摘　　要：创新生态系统的本质是具有一定联系的创新主体及其支持环境,借助于特定机制相互作用、相互影响,进而实现能量循环及知识、信息流动。其历经形成、发育、成长、成熟四个阶段,且依此为基础分化为三种不同的演化路径,并通过硅谷创新生态系统生命周期的演化进行诠释。中国在培育与发展创新生态系统的过程中,不仅应关注创新生态系统的个别组成要素,而且要重视创新生态系统构成要素的整体性,更应抓住创新生态系统生命周期演化的内在异质性和影响根源,且在实践推进过程中还要具有优良的战略规划和政策体系。在充分考虑中国特定制度、文化、经济等情景因素的基础上,积极吸收硅谷创新生态系统生命周期演化发展的经验,在不同的演化发展阶段采取不同的策略重点,系统考虑,有序推进。The essence of innovation ecosystem refers to the main body of innovation and its supporting environment interact and affect with each other for the purpose of achieving energy cycle and the flow of knowledge and information. The process of its formation,development, growth, maturity and so on are divided into three different evolutionary paths based on the evolution of the ecosystem life cycle of Silicon Valley. In the process of cultivation and development of innovation ecosystem, China should not only pay attention to the individual elements of the innovation ecosystem, but also attach importance to the innovation ecosystem constitute the whole elements,and should seize the inherent heterogeneity and the effect of root of innovation ecosystem of life cycle evolution, and should perfect the practice process, strategic planning and policy system. On the bases of considering the specific Chinese system, culture, economic and other situation factors, China ought to actively absorb the innovation ecosystem of the Silicon Valley life cycle evolution development experience, and take proper strategies at different evolutionary stages for making the system in an orderly way.
