台湾当局陆生政策执行、效果及原因分析

摘　　要：台湾当局对陆生政策所预期的"三赢"目标是基于对台湾政、经、教的高度肯定。政策执行五年中所出现的缺额率居高、集中于少数院校专业、招生挂零的市场自发趋向和陆生对"民主乱像"的恐惧、对"台独"氛围的警惕、对"夹缝中求职"的不满以及对"公民运动"的排斥等群体主观反应表明,陆生赴台政策的政治操弄与"三限六不"的配套不仅是对陆生同胞的身份歧视,也大大抵消了政策原本所预期以及正在产生的诸多正效应。Based on firm confidence in Taiwan＇s political, economic and educational progress, The Taiwan Residents authorities expected a ＂win-win-win＂ result from their policy toward Chinese mainland students. Yet over the past five years, the policy has failed to achieve the expected outcome. For example, the number of mainland students can hardly meet the quota and most of them choose the limited majors in few universities or colleges~ mainland students are universally terrified by the ＂democratic chaos,＂ cautious of the ＂Taiwan-independence＂ social atmosphere, frustrated by the scant job opportunity, and discontended about the ＂Civil Movement. ＂ Indeed, the political machi- nation behind the policy as well as the ＂three limitations and six ＇no＇s” attached to the policy has to much extent demeaned the Chinese mainland students and challenged their common identity with their Taiwan Residents compatriots, and thus has failed to achieve the expected effect of the policy.
