摘 要:随着中国与世界经济分工关系的演变,为汇聚创新资源服务中国的产业转型升级,国家提出创新驱动发展战略,出台了一系列重要文件。创新发展也成为各级地方政府新的发展重心,区域竞争正从为"增长而竞争"转向"为创新而竞争"。新的形势无疑对海关传统监管服务模式提出全新的要求和挑战。近年来,海关为促进创新发展,从多方面积极贯彻政策,推动加工贸易向产业链高端延伸,发挥税政调节作用支持扩大先进技术设备、关键零部件进口,加大知识产权海关保护力度,推动制造业升级改造,支持跨境电商、市场采购、外贸综合服务企业发展,不断探索新的监管服务模式,体现了海关因应形势变化,服务国家大局的履职自觉。但海关在政策适用限定、相关制度规定、监管机制模式、改革试点推进以及自身技术创新等方面仍然存在一些不足和问题。海关应立足自身职能,找准切入点和落脚点,在优化鼓励创新发展的政策环境、完善促进创新发展的监管制度流程、建立适配创新发展的监管服务模式、增强特殊区域服务创新发展的能力、推动形成支持创新发展的协同共治格局、强化海关科技应用提升创新服务支撑等方面,更加积极融入国家战略,切实创新海关监管理念,完善海关监管服务模式。With the evolution of the labor division among China and the global economy,our country has proposed the strategy of innovation-driven growth in order to pool brand new innovation resources to serve the transformation and upgrading of the industries,and thus has drawn a series of essential documents. As a result,innovation-driven growth has turned into a top priority for local governments,and different regions are now competing for "innovation"instead of "growth". Undoubtedly,this new situation has posed new demands and challenges to the traditional control model. Over the past few years,in order to promote innovation-driven growth,the customs administration has put in place many policies to propel the processing trade to extend toward the high end of the industrial chain. It has also made use of the adjustment function of tax policies to expand the import of cutting-edge technology and equipment and the key spare parts,stepped up the efforts of IPR protection to push forward the transformation and upgrading of the manufacturing industry,and constantly explored new control models and customs procedures to support the development of cross-border e-commerce, "market purchase"and one-stop service for foreign trade. All these efforts reflect the initiative of the customs administration to respond to the trend and serve the overall plan of the state. However,it is still confronted with many problems including the limited application of policies,relevant rules and regulations,control models,promotion of reform after pilot and technological innovation. It is recommended that the customs administration should find the proper breakthrough point and foothold point based on its own duties,and proactively integrate the national strategy into its initiatives including improving policy environment,customs procedure and control models in tune with innovation-driven growth,and enhancing the capacity,coordination and application of technology in promoting innovation-driven growth.
