潘家口水库留守渔民生活福祉提升对策研究

摘　　要：本研究采用问卷调查、深度访谈等方法,获得潘家口水库建成前后1975年和2015年库区留守渔民用地、居住环境、生活收支变化等方面数据,用Excle软件进行数据分析。结果表明:水库建成后留守渔民用地面积减少,耕作用地下降幅度最大,塌山乡减少60.53%,留守渔民农业收入减少。独石沟乡交通不便,桲罗台乡自来水的供应不足。建议利用山地资源,发展经济林木种植业,增加留守渔民的收入。加强基础设施建设,独石沟乡增加道路建设资金投入,铺路通车,增加客船数量和班次,方便居民出行。桲罗台乡加强自来水管路铺设,实现自来水户户通。在经济发展的同时注意环境和水库水质保护,发展生态养殖,切实增进生活福祉。By the methods of questionnaire, depth interview, this research has got the data of Panjiakou reservoir before and after the construction between 1975 and 2015 in the left-behind fishermen＇s use of land, their living environment and life balance. The data has been analyzed by Excel. Results show that the left-behind fishermen＇s land area has decreased with the biggest drop of farming land. For example, a village＇s farming land has decreased by 60.53% after reservoir completion, and fishermen＇s agricultural income reduced greatly. Dushigou town has a bad traffic, Boluotai town＇s tap water is in short supply. This research suggests using the mountain resources to develop economic forest tree planting, and increase the income of left-behind fishermen. This research also suggests strengthening the construction of infrastructure and increase road construction fund investment, road traffic and raising the number of passenger and flight for the convenience of residents at Dushigou town. At the same time, strengthening tap water pipe installation to supply the tap water promise at Boluotai town. In the economic development, the reservoir area should pay attention to the environment and water quality protection and develop the ecological farming to promote the well-being of left behind fishermen＇s life.
