科技兴体与科教兴体:体育发展战略嬗变及其价值取向

摘　　要：科技兴体战略向科教兴体战略的嬗变,是我国经济社会发展的必然要求,反映出我国体育事业走向繁荣发展的历史轨迹。分析了科技兴体战略和科教兴体战略的内涵、嬗变逻辑及其历史动因,主要是:体育发展战略与经济社会发展相统一是其嬗变的逻辑基础,对体育本真的永恒追求是其嬗变的内在动力,从体育大国迈向体育强国是其嬗变的外力驱动。科技兴体嬗变为科教兴体的价值取向是:从注重政治功能转变为注重人文价值;从以物为本转变为以人为本;从优先发展竞技体育转变为协调发展群众体育与竞技体育。The evolution of the strategy of'sport rejuvenation through science and technology'towards that of'sport rejuvenation through science and education'is an inevitable requirement of China's economic and social development and reflects the historical track that sport undertakings of China have followed towards prosperity. The current paper analyzes the connotations of the two strategies and the logic behind and historical reasons for the evolution. While the integration of the sport development strategy into economic and social development is regarded as the logical foundation of the evolution,the eternal pursuit of the true nature of sport is the internal driving force and the transition from a big sport county to a strong one the external driving force. The process of the evolution has witnessed a transformation of value orientations: from being politically-oriented to people-oriented; from putting things first to putting people first; and from prioritization of competitive sport over mass sport to their coordinated development.
