摘　　要：以往行政划拨、协议出让和低价招拍挂造成的工业用地无序扩张及粗放低效利用等问题十分严重。现行工业用地供应制度亟待改革。本文梳理和总结了工业用地供应政策的演变过程,在江苏省工业园区和典型企业调查的基础上,测算了不同行业、不同规模的工业企业生命周期。研究结果表明:(1)每种供地方式的产生都有其时代背景,具有其历史意义;(2)工业企业生命周期存在规模差异,大型、中型、小型和微型工业企业的生命周期分别为26年、18.5年、13年和8.8年;(3)工业企业生命周期存在行业差异,且不同规模工业企业的生命周期同样存在行业差异;(4)可基于企业生命周期采用弹性年期出让、先租后让与租让结合、租赁等方式,对工业用地供应制度进行改革。Traditional industrial land provision by the means of administrative allocation, negotiation and under-cut bidding has generated disorderly expansion and inefficient use of industrial land. Reforming the current industrial land provision is pressing. Following an overview of the policy transformation of the industrial land provision, the paper addresses the problem with a distinctive perspective on the relationship between enterprise life cycle and land use efficiency. Based on extensive fieldwork on Jiangsu＇s industrial parks and survey on typical industrial enterprises, it finds that： （1） Different ways of industrial land provision were rooted in its historical context; （2） The life cycles of different enterprises vary tremendously and the respective life cycles for big-, mid-, small- and micro-scale enterprises are 26, 18.5, 13 and 8.8 years; （3） The life cycles for different enterprises further vary with specific industries; （4） The policy implications are that industrial land provisions could be improved from the perspective of enterprises＇ life cycles, that is, to decide upon the specific model of land provision, i.e. land sale with flexible tenure, sale after lease, on lease or combined mode of sale-lease, on the basis of enterprises＇ life cycles.
