摘　　要：罗伯特·达尔非常重视民主信仰在民主化进程中的重要作用,并从发展中国家和发达国家的经验出发分析了民主信仰的重要意义。达尔还从多数群众和少数政治积极分子的角度提出了形成"适当的信仰",从而建设和巩固民主政体的条件这一观点。达尔的民主信仰条件论强调了民主的文化要素和精英在民主信仰形成中的作用,但其本身也存在着一些争议之处。Robert Dahl laid a very important role of democratic beliefs during the process of democratization,which is drawn from the experience of developing and developed country. As far as the fostering of democratic beliefs are concerned,Dhal proposed the theory of proper beliefs and verified it from the aspects of mass and elite. Dahl's Theory on Democracy Beliefs put its focus on the cultural dimension and elite culture,which aroused many debates.
