煤炭行业安全领域相关法规和标准的若干问题探讨

摘　　要：为了使煤炭行业法规和标准更具有合理性和可操作性,尽快避免个别条款含糊不清或前后矛盾等情况而影响煤矿的安全生产,结合煤矿的生产实践,就煤炭行业法规和相关标准中关于煤层突出危险的界定、掘进工作面瓦斯抽采达标和下向孔瓦斯压力测定等几个值得商榷的问题,进行了深入分析和研究,并结合实例对煤炭行业法规和标准的个别条款提出了修改建议,旨在为今后的法规及标准修订提供借鉴。In order to make the regulations and standards of the coal industry with more rationality and operationally and to quickly eliminate the ambiguous or antilogy and other condition of some clauses affected to the safety production of the coal mine,in combination with the production practices of the coal mine,a deep analysis and study was conducted on the definition of the seam outburst danger,gas drainage target,downward borehole pressure measurement and other several valuable discussed problems in the regulations and standards of the coal industry. In combination with the practical cases,the improvement proposals were provided on the some clauses in the regulations and standards of the coal industry in order to provide the references to the late revision on the regulations and standards.
