摘　　要：上海探索利用PPP模式实施土地二次开发,应创新理念和思路,兼顾协调政府与市场、适应与管控、效率与质量三大关系。要制定负面清单,明晰权利义务;鼓励多方参与,形成制度环境;实施动态评估,挂钩激励措施;成立专业机构,加强基层指导;加强风险防范,完善退出机制。以此促进上海土地资源集约利用和可持续发展。Shanghai is exploring the use of PPP mode to implement secondary land development.In the work of promoting,we should innovate ideas,taking into account the coordination of government and market,adaptation and control,efficiency and quality of the three relationships,and develop a negative list to clear rights and obligations;encourage multi-party participation,and form institutional environment;Implement dynamic assessment,linking incentive measures;establish professional institutions,to strengthen grass-roots guidance;strengthen risk prevention and improve the exit mechanism to promote the Shanghai＇s land resources intensive use and sustainable development.
