摘　　要：日益全球化的金融活动所产生的负外部性,难以在现有的国别化的金融监管框架下得到有效的遏制。全球化的金融市场以及国际金融市场的内在不稳定性,客观上需要一个由国际金融机构负责的全球金融监管体系。因此,全球化的金融监管的理想目标,是建立一个全球统一、完整且具有前瞻性的、能动的全球化的金融监管体系。At present,the negative externalities of the increasingly global financial activities are difficult to be effectively curbed under the existing nationalized financial supervision framework.Under the condition of country specific supervision,the regulators in many countries are actually crossing many different markets,and there are many problems,such as poor communication and interest conflicts.Global financial markets and the inherent instability of international financial markets require a global financial regulatory system that is responsible by international financial institutions.Therefore,the ideal goal of global financial regulation is to establish a global unified,complete and forward-looking,dynamic global financial regulatory system.
