摘　　要：分析了不平衡报价产生的原因,介绍了不平衡报价存在的形式,产生的风险和不平衡报价的判定方法,提出了不平衡报价的风险预防措施和利用清标控制风险的应对策略。In this paper, the author firstly analyzes the reasons of unbalanced bid about invite bides for bill of quantities, and then introduces its forms, risks and judging methods. Finally the author also puts forward the preventive measures and the countermeasures to control the unbalanced bid.
