摘　　要：通过文献分析与调研,在对医疗质量及安全指标数据进行统计分析基础上,将之作为预警数据采集内容,经过德尔菲(Delphi)专家咨询法、层次分析法等手段,设定预警值并建立一套基于质量安全数据的医疗安全评价预警体系。该体系改进了既往多以不安全事件作为主体的安全预警机制,丰富了安全预警内涵,使日常质量管理与医疗安全防范能够科学、有机结合,根据不同的预警级别,采取不同的干预措施,以实现管理手段由事件后前移,从而有效预防医疗安全事件的发生。Through literature analysis and research,and based on the statistical analysis of medical quality and safety index data,this paper collected the data as the early w arning data. By means of Delphi expert consultation method and analytic hierarchy process,the w arning value is set up and a set of medical safety evaluation w arning system based on quality safety data is established.The system improved the early w arning mechanism w ith the ever more unsafe events as the main entity,w hich enriched the connotation of the safety w arning,made daily quality management and medical safety combined scientifically and organically. According to different levels of early w arnings,different intervention measures are taken in order to realize the moving forw ard of the management methods after the event,thus to effectively prevent the happening of medical security incidents.
