摘 要:文章以四川省农业科学院为例,全面总结了"十二五"以来农业科技创新机制改革实践及科技创新主要成效,分析了提升科技创新能力的制约因素,并从完善改革方案、深化主体认识、改革管理体系等方面提出了新时期进一步提升科研院所自主创新能力的具体对策,旨在为其他农业科研院所加强科技创新提供借鉴和参考,并促进相互间的交流与合作。Taking Sichuan Academy of Agricultural Sciences as a case, the reform practice of agricultural scientific and technological innovation mechanism and main achievement of scientific and technological innovation in the academy since the "12th Five-Year" was totally summarized in the paper. Restrictive factors of upgrading scientific and technological innovation ability were analyzed, and the specific countermeasures to further enhance the independent innovation ability of scientific research institutes in the new period were put forward, such as improving the reform plan, deepening the refection of subject, and reforming the managing system, in order to provide references for other agricultural scientific research institutes to strengthen scientific and technological innovation and promote mutual exchange and cooperation.
