摘　　要：文章围绕新时期学习型、服务型、创新型党组织建设要求,以江苏省农业科学院为例,研究分析了农业科研院所基层党建工作创新与科技创新事业融合发展的现实意义,梳理分析了科技创新事业发展面临的难题和基层党建工作存在的问题,并从围绕"四有"目标、加强党组织自身建设,服务中心工作需求、加强思想建设,抓好青年科技群体、推进人才队伍建设,丰富党建载体、深化文化建设等方面,提出了促进农业科研院所基层党建工作创新与科技创新事业融合发展的对策建议。Focusing on the requirements of party organization construction of three types of learning, service and innovation in the new period, and taking Jiangsu Academy of Agricultural Sciences for an example, the practical significance of integration development of agricultural scientific research institutes＇ primary level party building innovation and science and technology innovation was analyzed. Problems existed in the primary level party building were analyzed and clarified. Countermeasures and suggestions were put forward upon the integration development of primary level party building innovation and science and technology innovation of agricultural scientific research institutes from four aspects, around the target of ＂Four Haves＂ to strengthen the party organization construction, meeting central work requirements to strengthen the ideological construction, stressing the youth science and technology group to promote the talent team construction ,and enriching the party building carrier to deepen the cultural construction.
