摘 要:回顾2000年以来,纽约在人口二次增长、住房负担加重、土地资源开发殆尽背景下,利用存量用地进行可负担住宅建设的实践历程。以纽约政府部门持有的存量用地为主要分析对象,归纳三类开发模式,分别为:公共住宅低效用地再开发、低效公共建筑的适应性改造以及城市小微空地的填充开发。通过各类模式成功建设案例的剖析,指出城市更新过程中可负担住宅在用地筹措、住房政策以及规划设计范式方面的成功经验,以期对我国大城市进入存量开发时代下住房保障政策的制定有所借鉴。this article recalls the context of secondary population growth, deepening residential building burden and depleted land resource as well as the practice of affordable residential building construction with reserved land in New York since 2000. Take the reserved land held by New York Government as the main analysis object; this article summarizes the three types of development models, including: redevelopment of inefficient public residential building land, the adaptive transformation of inefficient public buildings, and the filling development of small and micro vacant lands in the city. Through the analysis of the successful construction by various types of models, this article points out that the successful experience of affordable residential building land planning, land policy and planning & design paradigm in the process of urban renewal, which can provide the references for the residential building security policy of China's large cities that have entered the stock era.
