摘 要:伴随着电子信息行业的兴起,越来越多的电器电子设备被生产消费,最终成为电子废弃物。我国不仅要面对家用电器报废量与日俱增的压力,同时电子废弃物回收处理过程中的二次污染也对环境和人类健康造成了危害,因此,处理环节中持久性有机污染物(POPs)和持久性有毒污染物(PTS)的减排逐渐成为废旧家电回收处置的研究重点之一。梳理了废旧家电回收处置过程中POPs/PTS的产排环节,分别从技术和政策2方面对POPs/PTS的减排措施进行探讨,并回顾了近年来国内在相关领域的建设进展。通过研究不难发现,建设规范化回收处理体系仍是废旧家电回收中POPs/PTS减排的关键所在;在此基础上通过对回收工艺深入研究,最大化回收效益的同时实现二次污染的减排,是废旧家电资源化利用的研究方向。With the development of the electronic information industry, more and more electrical and electronic equipments are produced and consumed, and eventually become e-wastes. In this process, China has to face not only the pressure on the increasing number of dumped household appliances, but also the secondary pollution caused during the e-waste recycling process which is harmful to the environment and human health, especially the emission of the persistent organic pollutants (POPs) and the persistent toxic pollution substances (PTS), which have gradually become one of the main emphasis of the research on e-waste recycling. This paper discusses the reduction of the POPs/PTS emission in both technology and policy aspect, and reviews the progress in related fields in recent years in China. It concludes that the construction of standardized recycling system is still the key point to the reduction of POPs/PTS emission during the recycling of e-wastes, while the maximization of the recycling benefit by improving the technology is also a significant aspect.
