我国环境治理投资效率评价及其关键影响因素再分析

摘　　要：为了适应统计年鉴中环境统计指标体系发生的变化,文章基于环境治理投资效率的相关研究,从环境治理投资的财力、物力、人力、技术四个方面选取环保从业人员数、专利、废气有害物质排放综合值等七项投入指标,从废气、工业固体废物、生活垃圾方面选取了三项产出指标,重新建立投入产出评价指标体系。在此基础上使用DEA模型,以《2015中国统计年鉴》和《2015中国环境统计年鉴》中2014年我国各省市(自治区)环境指标数据为来源,测算我国28个省市环境治理投资效率值。运用灰色关联度分析方法,以环境治理投资效率为母因素,以各项投入产出指标作为子因素,构建我国环境治理投资效率的关键影响因素分析模型,探究导致投资效率不高的关键因素,并基于此探讨提高我国环境治理投资效率的有效策略。The efficiency assessment indexes system of the investment in the environmental governance is rebuilt according to the change of the statistics indexes system in the statistical yearbook after the correlation researches about it are summed up, systematically. The seven indexes such as number of employees in environmental protection, patent, comprehensive value of emissions of harmful substances, are selected as the input indexes from the environmental management investment in four aspects, such as the financial, material, human and technical. And three indexes are selected as the output indexes. The efficiency assessment model is constructed based on Data Envelopment Analysis （DEA）. And the key influence factors are got based on the grey incidence degrees between the DEA efficiency factor and each assessment index. The efficiencies of 28 provinces in China in 2014 are analyzed based on the data which are collected from China Statistical Yearbook on Environment 2015 and China Statistical Yearbook 2015. The efficiency of the investment in the environmental governance of each province is calculated, and its key influence factors are got. Some advice is proposed to improve the efficiency of the investment in environmental governance based on its key influence factors.
