南海安全机制的有效性问题及其解决路径

摘　　要：冷战结束以来,南海地区已经建立起系列合作性的安全制度、机制和对话进程,包括众多的双边或多边安排。但是,现有南海安全机制仍然面临着有效性不足的问题,这主要可以从南海安全机制的自身建设、机制之间的关系以及南海地区权力结构等几个维度进行解释。与此同时,南海安全形势的发展对安全机制的有效性提出了更高的要求。因此,解决南海安全机制有效性不足的问题非常迫切,正确看待问题本身,增强机制的约束力,理顺不同机制之间的关系,加强中美在南海问题上的协调,多路并举、多管齐下,才能有效管控南海的"安全困境",同时强化中国在南海安全机制构建进程中的话语权。After the end of the Cold War,the South China Sea region has been established a number of cooperative security systems,mechanisms and processes,including numerous of bilateral or multilateral arrangements.However,the existing security mechanism of the South China Sea is still faced with the problem of insufficient validity,which can be explained mainly from the self-construction of the South China Sea security mechanism,the relationship among the mechanism and the power structure of the South China Sea.Meanwhile,the development of the security situation in the South China Sea has put forward higher requirements for the validity of the mechanism.Therefore,it is very urgent to solve the problem of insufficient validity of the security mechanism in the South China Sea.It is very important to look at the problem correctly,to enhance the binding force of the mechanism,to rationalize the relationship between different mechanism,to strengthen coordination between China and the US over the South China Sea issue,so that it can effectively manage and control the'security dilemma'of the South China Sea and strengthen China's discourse power in the construction process of the South China Sea security mechanism.
