摘　　要：分析电信运营商在集团统管项目中面向统一需求的应用软件的工作量评估时面临的问题,给出一种版本研发与本地实施相结合的软件工作量估算方法,并对该方法的适用情况及优缺点进行了分析。The application software effort estimation problems of unified demands are analyzed, which are in the group management projects of telecom operators. A software effort estimation method is presented, which is a combination of research and development and local implementation. And the applicability of the method and its advantages and disadvantages are analyzed.
