“委托一代理”视角下建立军民融合管理机构的思考

摘　　要：基于"委托一代理"视角,分析了当前推进军民融合深度发展过程中面临的管理机构数量多、关系复杂,整合难度大,职能不清,管理范围不明确等问题,追寻出问题的主要原因是"委托—代理"链杂长且缺乏有效监督管理、关系指向模糊、信息不对称情况严重。解决问题的主要思路是建立"中央—地方"的两级军民融合领导机构,明确军民融合领导机构中相关主体及其职责权限,并完善相关约束与监督机制。From the perspective of 'entrust-agent',the study concentrates on the key issues in the process of deepening the integration of the military and civil sectors.For instance,the administrative organizations are redundant,their relationships are complex,their duties and authorities are ambiguous,and arduous effort should be made to integrate those organizations.The underlying reasons are:the chain of 'entrust-agent' is long and miscellaneous,which lacks effective supervision and management the relationships are fuzzy;and there is a serious imbalance of information acquisition,etc.In the future, 'the central-local' administrative organizations of civil-military integration should be established,leading institutions and their responsibilities should be identified,and a sound mechanism of restriction and supervison should be built.
