摘　　要："特色小镇"建设方兴未艾,但对它的研究还处于初级阶段,致使许多概念与关系含糊不明,也形成不少误解甚至错误认识。笔者认为,"特色小镇"是一个关系中的概念,它与"建制镇""小城镇""特色镇""中心镇""重点镇"等都有联系和区别。"特色小镇"一是指"非区非镇"的特色小镇,二是指基于"建制镇"上的特色小镇。其存在类型主要依托市区、建制镇、区镇联动、行政村四种。"特色小镇"建设不论在城镇化、基层治理以及中国特色社会主义治国理政方面都有重要意义。未来"特色小镇"建设应避免类型化、封闭性和经济至上发展模式,从独特性、引导性和文化角度进行深度发展。The construction of ＂featured small town＂ is in the ascendant,but its research is still in its infancy,which makes many concepts and relationships ambiguous,and also forms much misconception and misunderstanding.This article argues that the＂ Featured Small Town＂ is a concept about relationship,it has connection with but also different from other concepts like＂constructed town＂,＂small town＂,＂featured town＂,＂ central town＂,＂ key town＂.The term＂featured small town＂ first refers to small towns of＂ non-district and non-town＂.It also refers to small towns based on＂constructed town＂.Its existent type mainly relies on the urban area,the construction town,the district town linkage,and the administrative village.The construction of＂featured small town＂ is of great significance in urbanization,grassroots governance,and the governance of socialism with Chinese characteristics.In the future,the construction of＂ Featured Small Town＂ should avoid the typed model,closure,and economic supremacy.It should be developed in-depth from the perspective of uniqueness,guidance,and culture.
