政府职能转变的理论逻辑与过程逻辑——基于国家治理现代化的思考

摘　　要：政府职能转变蕴含着理论与过程双重逻辑。一方面,政府治理能力的提升和治理方式的变革直接关乎着国家治理现代化的全面推进,而兼顾治理能力和治理方式的政府职能转变,天然地成了国家治理现代化的重要"抓手"和关键突破口。另一方面,改革开放以来,政府职能转变遵循着"国家职能—政府职能—政府职责—职责体系"的过程逻辑。这两种逻辑在改革内容和发展脉络上具有内在关联,并统一于国家治理现代化的历史场域中。基于此,下一步改革应当聚焦治理方式变革和治理能力提升,重点把握三项原则:一是要在政府、市场、社会三者的动态均衡中调整职能边界;二是要将政府职能转变和治理工具的应用创新有机统一起来;三是要打破自发形成的职责结构模式,推动职责体系重塑。Focusing on modernization of State governance,transformation of government functions contains theoretical logic and process logic.On one hand,the promotion of governance ability and transformation of governance pattern is directly related to the comprehensive advancement of State governance modernization,while the transformation of government functions referring to governance capability and governance pattern,and has become the important'gripper'and key breakthrough.On the other hand,since China’s reform and opening up,the process of transformation of government functions follow the historical logic of'national function-government function-government responsibility-responsibility system'.These two kinds of logic have internal connections on reform content and development venation,and unify in the modernization of State governance.Based on the analyses,focusing on changing management mode and promoting management ability,these principles should be obeyed:firstly,adjusting the border of government,market and society in dynamic equilibrium.Secondly,uniting the transformation of government functions and governance tools innovation.Thirdly,breaking the structure mode by way of spontaneity,and reshaping the system of responsibilities.
