摘　　要：将网络DDF方法拓展到传统malmquist-luenberger指数中,构建了网络malmquist-luenberger生产率指数模型,从铁前和铁后工序两阶段视角测算了能源和环境约束下钢铁企业绿色全要素生产率(GTFP)增长,并重点分析了河北钢铁大省的绿色全要素生产率变化.结果表明:样本期间内,河北省钢铁企业整体、铁前和铁后工序阶段年均GTFP呈下降趋势,且大于中、西部和全国钢铁企业GTFP均值,小于东部钢铁企业GTFP均值;铁前和铁后工序阶段技术进步指数负增长是整体GTFP下降的根本原因.因此,加强绿色技术创新与研发,推动绿色技术进步成为促进河北省钢铁产业发展的关键.This paper extends the network DDF approach into malmquist-luenberger productivity index to develop the network malmquist-luenberger productivity index, and then implies the new model to measure the total factor productivity increase from the perspective of the pre-iron and post-iron stages during the period of 2009-2013. Taking the iron and steel industry of Hebei province as an example, the results show that the annual average TFP increase rate of overall and two-stage are shown in declining tendency. They are bigger than the western, central and national average value, but less than the eastern average value. The heavy technology recession in pre-iron and post-iron stage become the fundamental reason leading to overall TFP negative growth. Therefore, strengthening the green technology innovation and R D and promoting green technology progress become the key factor to restrict the development of Hebei＇s iron and steel industry.
