摘　　要：本文探讨分析了粤港、粤澳边境偷渡活动的现状及反偷渡工作面临的挑战,阐述了粤港澳边境治安防控纳入立体化社会治安防控体系的必然趋势,进而提出了建构粤港澳边境立体化治安防控机制的五个路径:健全治安形势分析研判机制、建强边境群防群治组织力量、完善边境防控高效集成载体、强化实战指挥机制的构建、拓展跨境警务合作的内涵。希冀高效防范与惩治粤港、粤澳边境偷渡活动,震慑跨境违法犯罪,为粤港澳区际经济的可持续发展营造良好的社会治安环境。Discussion on smuggling of border between Guangdong and Hong Kong/Macao and challenges about stopping smuggling, and control integrated into the inevitable trend of three-dimensional Social Security Protection system, then put forward the construction of border between Guangdong and Hong Kong/Macao security prevention and control perspective five path mechanism： improve the security situation analysis judged the mechanism, prevention and treatment organizations build strong border force, and improve the efficient integration of prevention and control of vector borders, strengthen the combat command mechanism to build and expand the connotation of cross-border police cooperation. Efficient hope the Prevention and Punishment of smuggling activities border between Guangdong and Hong Kong/Macao, deter cross-border crimes, for the sustainable development of Guangdong Hong Kong and Macao Regional economy to create a good social security environment.
