摘 要:我国城市土地管理领域存在土地收益公平、公开、公正与否的尖锐矛盾。改革开放以来,我国城市土地市场化机制逐步建立,但城镇化成本支付和土地收益公平分配问题尚有待于破解。回顾城市土地出让制度改革研究成果,我国城市土地出让制度尚存在土地出让方式方法、对不同用地类型的用途管制、土地出让金的使用分配存在争议等问题。文章建议,基于系统科学研究城市土地管理改革"四改联动"路径,围绕城镇化的"成本支付"和"待遇分配"研究开展城市土地收支平衡,以征地留用地项目为依托推动城市土地集约节约利用,实现综合效益最大化。There are contradictions existing in China's urban land management areas. Since the reform and opening up, China's urban land market mechanism has been gradually established, but the cost of urbanization and land treatment fair distribution issue remains to be broken. This paper reviews the research results of urban land reserve- transfer management reform. There are still problems in the existence of land reserve system, such as the shortage of funds, the system is not perfect, the management is not scientific, and the use of land transfer payment dispute. To this end, based on the systematic study of urban land management reform "four changes linkage" path, as well as the urbanization of the "cost of payment" and "treatment allocation", this paper analyzes the urban land balance, land acquisition and land use projects, so as to promote urban land intensive saving use and achieve comprehensive benefits to maximize.
