摘　　要：本文采用2000—2014年中国各省区省长和省委书记的面板数据,实证考察了官员任期对地方政府科技投入的影响效应.研究发现,考察期内,省长任期及其二次项对地方政府科技投入的影响效应是不显著的,而省委书记任期对地方政府科技投入的影响效应呈现出U形特征,且最低点出现在省委书记任期的第4.05年.稳健性检验结果以及采用面板工具变量法的内生性处理结果均支持了这一结论.文章研究结论为优化中国官员治理模式,提高政府科技投入的利用效率,进而促进创新型国家建设提供了启示.Based on the provincial panel data of China during 2000 to 2014, using the tenure data of governor and secretary, it also analyzed the impact of the officials＇ tenure on the local governments＇ S＆T investment empirically. According to the study, the impacts of governors＇ tenure and its square term on local governments＇ S＆T investment are not significant. The impact of secretaries＇ tenure on local governments＇ S＆T investment showing U-shape characteristics, and the lowest point locate at the 4. 05 year of the secretary＇s tenure. The robustness tests and the Panel IV method also support the conclusion above. It provides beneficial references for optimizing Chinese official governance system, im- proving the efficiency of government S＆T investment, and building an innovative nation.
