“985工程”对中国高校国际学术影响力的驱动效应评估  

The Effects of "Project 985" in Promoting Global Academic Influences of China's Elite Higher Education Institutions

摘　　要：用相关数据,采用双向固定效应模型,实证分析"985工程"在推动中国高校提升国际学术影响力中的驱动效应。研究发现,"985工程"项目,特别是专项财政资金的投入,有效促进了相关高校在全球知识网络中的知识建构、国家间学术互动、留学生吸纳方面的增长,由此在短时间内实现了我国高校国际学术影响力的提升。未来,我国在"双一流"建设中要针对人文社科和自然科学的发展规律和学术生产机制,引入不同的资源配置方式和支持机制;在强化经费支持的同时,推动院校的制度建设。The comprehensive evaluation on ＂Project 985＂ will provide a scientific reference for the smooth implementation of the ＂Double First-class＂ construction for Chinese higher education institutions in the new stage. Using some relevant data and the two-way fixed effects model, the effects of ＂Project 985＂ in promoting global academic influences of Chinese higher education institutions are empirically evaluated. It is found that the ＂Project 985＂, in particular the investments in the form of earmarked governmental funds, effectively boosted the growth of these universities in terms of international academic publication, international academic communications and international students＂ enrollments. It is concluded that the ＂Project 985＂ has significantly improved the global influences of China＇s elite higher education institutions in a short period of time. In the future, in order to build world-class universities and first-class disciplines, we need to introduce differentiated resources allocation mechanisms and support mechanisms in accordance with the development laws and academic production mechanism of different disciplines, including humanities and social sciences and natural sciences. It is paramount to promote the institutional construction at higher education institutions in addition to reassuring financial support.
