我国中小学学生体质测试政策演进及政策完善研究

摘　　要：中小学学生体质测试政策发展经历了3个阶段:初步确立与受挫阶段、恢复与修正阶段和完善阶段。不同历史时期,学生体质测试政策不断变化和发展。学生体质测试标准不断修订和完善,实行了全国学生体质健康调研和学生体质健康监测网络制度,学生体质测试被纳入学校体育督导评估和体育工作评估,政策制度不断规范化、制度化和多元化。为完善学生体质测试政策,建议加强学生体质测试政策执行力度;完善第三方学生体质测试制度;推行问责制度;加大监督检查力度。By means of literature and logic analysis, this paper studies physical Fitness test policy of primary and middle school students in China after the founding of the PRC. Primary and secondary school student physical fitness test policy development has experienced three stages, student physical test policy establishment and frustration , policies and correction , development and improvement. In different historical periods, students＇ physical testing policy has been constantly changing and developing. Physical test standard of students constantly revise and improve, implement the national student physical health survey and monitoring network system of physical health of students, student physical tests included in the school sports supervision evaluation and work evaluation, policy sys- tem of standardization, systematization and diversification. In order to improve students＇ physique test policy, a scientific approach is put forward. Implementation of the policy： strengthening the im- plementation of the students＇ physique test policy; Policy incentive： improve the system of physical testing of third party studentst System supply： implementation of accountability system： External constraint： increase supervision and inspection.
