从《资本论》的宏观经济研究方法看科尔内ⅡB模式的弊病

摘　　要：马克思是人类经济思想史上科学宏观经济学的开创者,《资本论》遵循唯物史观,揭示出宏观经济形态一般结构及其所有制层面对宏观经济运动状态的决定性作用;要搞好社会主义市场经济的宏观调控,就不能不高度重视和维护公有制经济的主体地位;不仅要讲政府与市场关系中的"市场在资源配置中起决定作用",更要讲社会生产与市场流通关系中的"社会生产起决定作用",尤其是这种关系中的社会主义公有制经济基础所起的决定性作用。《资本论》对宏观经济结构和决定性层面的揭示,对于我们认清西方经济学的弊病,具有重大意义,科尔内关于管理体制改革的ⅡB目标模式,是搬用新自由主义经济学提出来的;它完全撇开了公有制在社会主义宏观经济调控中的关键地位和作用,在对市场与政府关系的认识上,打上了资产阶级经济学的烙印,实质是要走资本主义道路,因而具有极大危害性。Marx is the pioneer of scientific macroeconomics in the history of human economic thought. Das Kapital follows the historical materialism to reveal the general structure of macroeconomic form and the decisive role of its ownership level in the state of macroeconomic movement; it is necessary to attach great importance to and maintain the dominant position of the public ownership economy to make good macro-control of socialist market economy;it is not only necessary to stress that 'the market plays a decisive role in resource allocation' in the relationship between the government and the market, but even more necessary to stress that 'social production plays a decisive role' in the relationship between social production and market circulation, particularly that the basis of socialist public ownership economy plays a decisive role in such relationship. The revelation of macroeconomic structure and the decisive factors by Das Kapital is of great significance for us to recognize the drawbacks of Western economics. The ⅡB goal model proposed by Kornai regarding the reform of the administration system copies the neo-liberal economics mechanically; it completely puts aside the key position and role of public ownership in socialist macroeconomic control, is marked by bourgeois economics in terms of understanding the relationship between the market and the government and essentially adheres to the capitalist road, thus has great hazard.
