构建中国—东盟警务智库策略分析

摘　　要：在共筑更为紧密的中国—东盟命运共同体背景下,构建警务智库是推动区域警务合作的重要途径。根据其优势、劣势、机遇和挑战,得出四种组合策略,即优势与机遇组合,以加强警学交流、宣传智库建设和推进信息建设与交流为策略;优势与挑战组合,以利用网络力量影响政府决策和通过媒体沟通影响社会舆论为策略;劣势与机遇组合,以扩大合作领域和加强合作机制为策略;劣势与挑战组合,以开展驻外研究,进行选派交流、协议交流和合作交流为策略。Under the backkground of co-construction of more close China-ASEAN community of common destiny, construction of police think-tank is a key approach for promoting regional police cooperation. In liight of advantages and disadvantages, opportunities and challenges, we come up with four portfolio strategies. Namely, strength-opportunity portfolio with the stategy for intensification of police studies exchanges, publicity of think-tank construction, police studies communication and promotion of information construction and communication; weakness- opportunity portfolio, with the stategy for use of network forces to influence government decisions and use of media communication to influence social public opinions; weakness-challenge portfolio, with the stategy for conducting overseas research, communications in terms of personnel designation, agreement and cooperation.
