打击跨国毒品犯罪警务合作机制之完善——基于“一带一路”战略背景下的思考

摘　　要："一带一路"沿线国家毒品犯罪与恐怖主义合流趋势明显、犯罪主体多元化、手段隐蔽性增强,沿线国家文化差异、常设性机构缺乏、情报共享机制不畅和跨境刑事证据适用难等问题导致目前的警务合作出现困境。必须完善打击跨国毒品犯罪警务合作机制,以经济往来促进政治合作,奠定警务合作基础;建立常设性警务合作机构,加强情报信息共享;尊重各方法律,强化证据互认;控制毒资洗钱犯罪,追缴涉毒资产。The countries along the line of the ＂Belt and R o a d11 witness obvious confluent trend of drug-related crimes and terrorism, diversified criminal subjects, heavily concealed crime means, cultural differences, lack of permanent organizations, impeded information sharing mechanism, unsatisfactory cross-border criminal evidence applicability, giving rise to predicaments in current police cooperation. Accordingly, efforts need to be m a d e to improve police cooperation mechanism for cracking d o w n on cross-border drug crimes, promote political coopeation and lay good foundation for police cooperation through economic contact, construct permanent organizations for police cooperation to enhance information sharing, respect laws of all parties and emphasize mutual recognition of evidences, control drug related money laundering actiivities and press for drug-related assets.
