完善吸毒人员权利保障的思考

摘　　要：从法律的视角看,吸毒人员是国家公民,未被依法限制前,其公民权利应得到保障。但实践中,吸毒人员因吸毒行为被认定为违法行为而导致其合理的公民权利经常遭到侵犯。为维护吸毒人员的合法公民权利,可从提高吸毒人员自身的权利意识、完善法律法规间的条款衔接、加强戒毒机构及人员的规范化建设和完善吸毒人员的社会保障制度等方面予以保障。Vie wed from perspective of law, drug addicts are the citizens whose civil rights should be protected before being restricted by law. However, in practice, drug addicts＇ drug taking is identified an illegal act, which causes their legal civil right to be frequently infringed. Therefore,the legal civil right of drug addicts should be protected through improvement of their own right awareness, perfection of the terms cohesion between law and regulations, intensification of standardization construction of drug rehabilitation agencies and drug addicts and improvement of social security system for drug addicts.
