脐橙技术性贸易措施信息系统的设计与开发

摘　　要：随着我国脐橙生产规模的扩大,出口量的增加,其对外贸易受到进口国的技术性贸易壁垒(TBT)的风险急剧增加。为避免企业在脐橙贸易中,因遭受相关进口国设置的技术性贸易壁垒而蒙受严重损失,建立相关技术性贸易措施信息系统,让相关产业利益者对技术性贸易壁垒能及时了解、提早预防,十分必要。介绍脐橙技术性贸易壁垒信息系统,采用.Net技术进行开发,基于C/S、B/S混合架构,开发语言为C#。系统通过对WTO/TBT涉及脐橙贸易的技术法规、植物卫生措施、技术标准与合格评定程序等关注焦点进行搜集整理,同时利用网络爬虫技术,及时收集、翻译全球脐橙主要贸易国的各类TBT信息,实现了脐橙TBT通报信息、TBT卫生信息等的检索,并有论坛系统供用户与专家之间进行交流。系统对于脐橙出口中遇到的TBT信息不对称所造成的贸易障碍,提供了一种较好的解决方案。With the expansion of the production scale and export amount of navel orange,its foreign trade suffered a sharp increase in the risk of technical barriers to trade（ TBT） from the importing country.In order to avoid TBT set by the importing countries and the henvy loss suffered by navel orange business timely acquaintance and early prevention of TBT,establishment of relevant TBT information system are necessary. The navel orange TBT information system described in this article was developed using net technology based on C/S and B/S hybrid architecture.Its developing language was C#.After collecting WTO/TBT technical regulations,technical standards and conformity assessment procedures related to navel orange trade,and taking advantage of web crawler technology,collecting and translating kinds of TBT information from navel major orange trading countries timely,the system realized the information retrieval function about the navel orange TBT notifications,TBT health information,etc.The system provides a forum for communication between the users and the experts.The system can solve the trade barriers of navel orange trade caused by the information asymmetry.
