摘　　要：分析国内外土地整治法律体系建设情况,总结国外法律体系建设经验和国内法律体系建设存在的主要问题,认为加强法治建设是各国推进土地整治工作较为通行的做法,目前中国土地整治法治建设尤其是法律体系建设远远滞后于实践需要,严重影响土地整治工作的规范有序开展和持续健康发展。为此,要在全面依法治国背景下,围绕全面依法推进土地整治目标,明晰土地整治法律体系建设路径,稳妥推进土地整治法律体系建设,为土地整治工作提供可靠法律保障。This paper analyzed the legal system construction of land consolidation at home and abroad,summarized the foreign experience,and discussed problems in China＇s construction of legal system in order to provide countermeasures and suggestions for the establishment and perfection of China＇s legal system of land consolidation in the new period.The result shows that,strengthening the construction of legal system is a common practice for countries to promote land consolidation. At present,China＇s law construction,especially the legal system construction of land consolidation,lags far behind the practical development demands,which has seriously affected the sustainable and healthy development of land rearrangement.The conclusion is that China should focus on the objective of comprehensively promoting land consolidation in accordance with the law,make clear the path of legal system construction of land consolidation,and advance the legal system construction of land consolidation to provide legal guarantee for sustainable development of land consolidation.
