摘　　要：海监码头占用港口水域,将使附近水域的通航环境发生一定的变化,投入运营后,船舶会受到自然条件、港口环境等因素的影响。以唐山海监基地为依托,对运营期的锚泊安全、航道通航安全、港池水域通航安全及自然环境对海监船的影响进行了分析,并提出海监船进出港的航法,可为类似通航安全的风险管理提供参考。The occupation of port waters by marine surveillance terminal will produce a certain change on the navigable environment nearby.Ships will be affected by such factors as natural conditions and port circumstance after the terminal is put into operation.Based on Tangshan maritime surveillance base,some key points are analyzed,which include the mooring safety,the navigation safety of harbor basin and channel,the influence of natural environment on marine surveillance ship during the operating period.The sailing way of marine surveillance ship approaching and leaving the port is proposed,which may serve as a reference for the risk management of navigation safety.
